The Manager / Senior Manager (Cost & Contract Management), Estates - Campus Development reports to the Deputy Director, Estates) - Campus Development, and is responsible for all cost and contract matters related to Singapore Institute of Technology’s (SIT) development projects.
Key Responsibilities:
- Administer contracts for various types of projects including preparation of tender and contract documents, ensuring compliance with the corporate governance standards when managing the procurement and contract administration processes.
- Review submissions from external consultants on contract administration matters, including assessing contractors’ payments, claims for variation works, financial reports, final accounts and administering the submission of certificates/warranties, insurances etc.
- Monitor project expenditure and prepare cashflow projections and updates for budget control and provide advice on possible cost over-runs and alternative solutions.
- Liaise with the Project Team to review and evaluate contract variations.
- Attend consultant and site meetings alongside the Project Team.
- Assist in and coordinate both internal and external auditing.
Job Requirements:

Degree in Building, Estates Management, or Quantity Surveying from a recognised University with at least 8 years of relevant working experience, preferably in public agencies, developer organisations or consultant quantity surveying firms.

Proficient in Microsoft Project, PowerPoint, Word and Excel.

Familiarity with Project Management Information System (such as Aconex, Bentley etc.) is preferred.

Strong organisational, administrative and interpersonal skills.

Strong analytical and technical expertise in cost and contract management, with knowledge of construction management considered an advantage.

Meticulous and detail-oriented, with the ability to communicate effectively across all levels, and to review and monitor construction costs, consultants’ and contractors’ claims and variations, to ensure correctness.
