Role overview

The Assistant Director is responsible for driving sustainable CET revenue growth through strategic account development, expansion of B2B opportunities, cultivation of ecosystem partnerships, and development of workforce transformation solutions. The role leads consultative engagements with employers and partners, identifies emerging workforce needs, shapes learning solutions with internal stakeholders, and converts opportunities into scalable and commercially sustainable outcomes. This is an individual contributor role and the candidate is expected to operate independently and collaborate across functions to achieve the annual goals and targets set.

 

Key Responsibilities

  • Drive revenue growth and pipeline management for CET programmes, with clear visibility of committed revenue, qualified B2B pipeline and future growth opportunities.
  • Negotiate and manage contracts, MOUs, partnership agreements and commercial terms to ensure financial viability, margin protection and compliance.
  • Support strategic projects with financial alignment, including account prioritisation, resource planning, course viability assessments and proposal development.
  • Mount partnerships and programmes that are strategic, sustainable and scalable, including custom programmes, stackable pathways, ATL opportunities and corporate academy initiatives.
  • Lead programme, custom learning and workforce transformation opportunity development in collaboration with internal and external stakeholders.
  • Drive stakeholder engagement across academic faculty, industry partners, employers, government agencies and internal functions.
  • Develop go-to-market strategies and nurture leads to drive conversions.
  • Ensure timely execution of contracting, implementation and cross-functional coordination.
  • Review course quality, employer feedback and market signals to implement continuous improvements with stakeholders.
  • Ensure process excellence, accurate CRM records, data-driven pipeline updates and compliance with partnership obligations.

 

Skills and Qualifications:

 

  • Bachelor’s degree in a relevant discipline (e.g., Education, Business, Human Resource, or related field). A Master’s degree is advantageous.
  • At least 8 years of relevant experience in CET, programme development, business development, workforce development, partnership management or project management within higher education, professional training or a related sector.
  • Proven track record in strategic account development, stakeholder engagement, partnership management, consultative solutioning and negotiation.
  • Able to understand basic legal terminologies for the purpose of negotiation in the various legal docs such as Non-Disclosure Agreements, Collaboration Agreements, MOU and etc.
  • Strong understanding of Singapore’s CET and SkillsFuture landscape, including funding mechanisms, industry trends and employer workforce transformation needs.
  • Strong communication, presentation, consultative selling and stakeholder influence skills.
  • Proficiency in CRM platforms (e.g., Salesforce, MS Teams), data-driven reporting and use of digital or AI-enabled productivity tools.
  • Process-oriented with attention to detail, compliance, commercial sustainability and cross-functional follow-through.
