Singapore is building a future-ready, skills-driven workforce, and CSAVI is a key national initiative to achieve this vision. As Director, you will be the chief strategist and leader, responsible for shaping the future of skills assessment, validation, and upskilling across sectors. You will work collaboratively with SkillsFuture Singapore (SSG), industry enterprises, and education partners to drive adoption and impact at scale. This position will be supported through collaborative effort with different SIT divisions such as SIT Teaching and Learning Academy and clusters. In addition, the Director will collaborate closely with SIT’s lifelong learning division, SITLEARN, to enhance the integration of skills assessment and training.

An important measure of success will be leveraging assessments to encourage greater participation of adult learners in CET programmes, as well as advancing skills-first practices for hiring and creating pathways to better job opportunities. The Director will also advance and elevate SIT's competency-based assessment through their efforts, insights, and experience.

 

Key Responsbilities

  • Strategic Leadership & Advocacy:
    • Set the vision and long-term strategy for CSAVI, ensuring alignment with national workforce and economic priorities.
    • Advocate for skills-based assessment and validation, influencing national discourse and policy.
    • Work with SITLEARN and SSG to champion the integration of assessment outcomes with upskilling and training pathways, ensuring assessments are catalysts for workforce transformation.

 

  • Collaboration & Ecosystem Building:
    • Forge and lead partnerships with SSG, enterprises, and education institutions
    • Drive adoption and integration of CSAVI frameworks and tools across sectors.

 

  • Assessment Development, Research & Impact:
    • Oversee the design, development, and continuous improvement of assessment frameworks.
    • Lead research efforts and translate findings into actionable frameworks and innovations.
    • Establish mechanisms to measure and report the impact of assessments on workforce upskilling and business transformation.

 

  • Innovation & Digital Transformation:
    • Establish AI-driven and digitally enabled assessment as a fundamental strategic pillar for the institute, underpinning its commitment to innovation and transformation.
    • Lead the advancement of digital innovation, focusing on digital credentialing, harnessing data-driven insights, and integrating AI-powered workflows to deliver scalable, effective assessment and feedback solutions.

 

  • Operational Excellence:
    • Ensure sustainable funding, regulatory compliance, and operational effectiveness.
    • Build and empower a high-performing, multidisciplinary team.

 

  • Advocacy & Representation:
    • Represent CSAVI in high-level forums, influencing policy and practice at the national and international levels.
    • Advocate for and facilitate the adoption of CSAVI’s assessment and validation frameworks by enterprises and industry partners.

 

  • Data-Driven Guidance: 
    • Ensure that assessment data is effectively leveraged to point companies and individuals toward relevant upskilling and training opportunities.

 

  • Knowledge Dissemination: 
    • Oversee the publication of research outputs and knowledge briefs that contribute to national and international discourse on skills assessment and validation.

 

  • Continuous Improvement:
    • Monitor and report on the effectiveness and impact of CSAVI’s initiatives, using data-driven insights to refine strategies and inform national policy.
    • Foster a culture of continuous improvement, learning, and innovation within the CSAVI team and across partner organisations.
