As a Procurement Manager, you will partner closely with stakeholders across the University to deliver strategic procurement outcomes that support SIT's mission and objectives.

 

You will lead procurement initiatives from sourcing to contract award, ensuring compliance with governance requirements while promoting open and fair competition, transparency, and value for money. The role also involves building strong stakeholder relationships, enhancing procurement capabilities, and championing innovative and efficient ways of working.

 

Key Responsibilities

A. Deliver Procurement Outcomes

  • Lead and manage end-to-end procurement activities across assigned divisions.
  • Provide timely and practical procurement advice that supports divisions’ operational and project timelines.
  • Develop and implement procurement strategies aligned with the University’s goals.
  • Drive value creation, cost optimisation and risk mitigation initiatives.
  • Analyse spend to provide insights to support informed decision-making through demand aggregation and other initiatives.
  • Prepare procurement reports, insights and presentations for management review.

 

B. Maintain Governance and Controls

  • Ensure procurement activities comply with applicable policies, procedures and regulatory requirements.
  • Uphold the principles of open and fair competition, transparency and value for money in all procurement activities.
  • Maintain effective internal controls to safeguard the University's interests and support sound governance.
  • Support internal and external audits, including the preparation of reports and supporting documentation.

 

C. Build Partnerships and Enable Success

  • Build trusted relationships by providing sound procurement advice to divisions.
  • Work closely with assigned divisions to achieve procurement outcomes.
  • Strengthen user’s procurement knowledge and capability through engagement, outreach and enablement initiatives.
  • Promote the adoption of procurement best practices across the University.
  • Collaborate with cross-functional teams to support project and operational needs.

 

D. Drive Transformation and Improvement

  • Identify opportunities to simplify processes, enhance user experience and improve service delivery.
  • Champion continuous improvement initiatives that strengthen procurement effectiveness and efficiency.
  • Explore and apply AI, automation and digital technologies to improve ways of working.

 

E. Others

  • Undertake other procurement-related responsibilities and projects as assigned by the Deputy Director, Finance (Procurement) or Head of Finance.

 

Job Requirements

  • Bachelor's degree in any discipline.
  • 8 to 10 years of procurement experience, preferably in the education or public sectors.
  • Strong knowledge of procurement principles, contract management and contract law.
  • Proficiency in SAP S/4HANA Material Management (MM) and Microsoft Office applications.
