The Singapore Institute of Technology (SIT) is seeking a Skills Assessment Specialist to design, develop, and research innovative assessment frameworks that support Singapore’s national goals in skills-based assessments. The role contributes to the Centralised Skills Assessment and Validation Initiative (CSAVI), a collaboration with SkillsFuture Singapore spanning sectors such as care, hospitality, and technology. Working collaboratively with academic and industry partners, the Skills Assessment Specialist will help create authentic, evidence-informed assessments that are fair, reliable, and scalable, strengthening Singapore’s capacity for skills recognition, validation, and data-driven learning enhancement. The ideal candidate will also demonstrate the ability to incorporate technology and artificial intelligence into assessment formats, ensuring that evaluation methods remain current, efficient, and responsive to emerging trends.
Key Responsibilities:
- Design and refine assessment instruments that align with national skills frameworks and emerging workforce needs.
- Guide subject-matter-experts in developing skills assessment blueprints, rubrics, and quality assurance processes that ensure fairness, reliability, and consistency.
- Oversee the full assessment development cycle from analysis to implementation, including identifying key skills, designing items, piloting, reviewing, and implementing validated assessments for operational use.
- Conduct data analysis to evaluate performance, outcomes, and validity, and use findings to improve assessment quality and design.
- Translate research and evaluation outcomes into practical insights for assessors and industry stakeholders.
- Support training and capability-building initiatives that strengthen assessment literacy among assessors.
- Proactively work with experts from various fields to achieve high-quality results in assessments and workforce projects.
- Participate in applied research and collaborations that advance national practices in skills assessment and validation.
- Stay abreast of international trends and technological advancements in assessment development, proactively integrating global best practices and innovations to ensure that Singapore’s frameworks remain at the forefront of the field.
Requirements:
- Demonstrated expertise and experience relevant to skills assessment design, or workforce development.
- More than eight years of experience in assessment development or skills-based development work within higher education, industry training, or workforce development settings.
- Strong knowledge of assessment validity, reliability, and quality assurance frameworks, with familiarity in psychometric evaluation and data-driven validation.
- Analytical and conceptual strengths with the ability to interpret data and apply insights to improve assessment systems.
- Proven experience collaborating with multidisciplinary teams and engaging stakeholders from academia, industry, and government.
- Proactive, excellent communication and report writing skills, with the ability to translate complex findings into practical applications.
