Job Scope
The Deputy Director, Estates (Planning & Project Management) is responsible for all planning, project management and development of buildings and facilities related to Singapore Institute of Technology (SIT) development projects.
Key Responsibilities
1. Strategic Planning and Project Management
● Review space programmes and facilities requirements to support SIT academic, administrative and student activities
● Review, formulate, streamline and implement campus development management strategies, procedures, standards and policies while optimising land/space
● Plan, manage and coordinate of development/A&A works from conceptualization, construction to completion and handover to end users and facilities management team.
● Ensure that the project deliveries are within defined schedule, cost and quality standards
● Present and obtain management and/or appointed Committees endorsement and approvals on campus development designs and financial matters
2. Procurement and Contract Governance
● Oversee consultants in preparation of tender / contract documents to ensure compliance with corporate governance
● Review submissions by external consultants on contract administration matters (e.g. payments, variations, financial reports, final accounts, certificates, warranties, insurances)
● Liaise with project team to review contract variations
3. Team Leadership and Operational Management
● Lead and manage the SIT campus development team in the planning, implementation and development of SIT campuses, buildings and facilities
4. Stakeholder and Consultant Coordination
● Work with stakeholders to plan and develop Brief, schedules and budget
● Coordinate with consultants and internal project teams to ensure smooth execution of cost and contract processes
● Facilitate clear communication and alignment across internal departments and external stakeholders
● Liaise with relevant government agencies
Job Requirements
● Degree in Building, Estates or Quantity Surveying from a recognized University with at least 20 years of relevant working experience, preferably in public / developer organizations or consultant Quantity Surveying firms
● Registered architect/Professional engineer/Chartered surveyor is preferred. Possess good knowledge of building development, maintenance regulations, laws and procedures.
● Proven track record in leading technical teams.
● Technically competent in various software programmes such as Microsoft project and computer aided design
● Possess strong organisational, administrative, interpersonal and communication skills
