Reporting to the Director, Internal Audit, this position is responsible for conducting investigations on whistleblowing reports, strengthening the related policies and procedures relating to investigations, providing training and guidance to the Investigation Panel and establish the investigation processes and procedures.
Job Responsibilities
Whistleblowing Programme and Channel Management
- Manage the whistleblowing programme and reporting channels, ensuring confidentiality, accessibility, and proper record-keeping.
- Receive, assess, and triage whistleblowing reports to determine appropriate handling and escalation.
- Monitor the progress and outcomes of whistleblowing cases to ensure timely resolution and reporting.
Investigation Management and Execution
- Lead or participate in investigations on whistleblowing reports and complaints
- Collect, analyse, and preserve evidence in accordance with the best practices of investigation.
- Prepare clear and objective and fair investigation reports with findings and recommendations.
Policy and Framework Development
- Benchmark best practices in investigation and whistleblowing and establish fit-for-purpose framework, policies, procedures, guidelines, and templates relating to whistleblowing, investigations, and misconduct management.
- Collaborate with other divisions to set up an effective whistleblowing and investigation process.
Advisory, Training, and Awareness
- Provide advice and guidance to management and other divisions on investigation process and procedures.
- Design and deliver training and awareness programmes on ethics, investigations, and reporting obligations.
- Promote a culture of integrity, accountability, and transparency across the community.
Internal Audit Responsibilities
- Support the Director, Internal Audit in the strategic planning, risk assessment and development of the annual audit plan for SIT and its subsidiary that aligns with the organization’s strategic objectives.
- Plan, lead, and execute internal audit projects, ensuring that audits are risk-based, and add value to organisation operations.
- Evaluate the adequacy and effectiveness of internal controls, risk management, and governance processes across functional areas.
- Prepare high-quality audit reports, communicate findings and recommendations, and follow up on management action plans.
- Assist the Director, Internal Audit with the review of the team’s audit projects where required, and strengthening of the team’s competency.
- Advise the business units on risk management, internal controls, processes improvements, and new system/process implementations while maintaining audit independence
- Execute ad hoc reviews and special projects as assigned.
- Advance the Internal Audit Division’s digital transformation by leveraging data analytics, automation, and digital tools to enhance audit methodologies, enable continuous auditing, and improve assurance delivery.
Job requirements
- A recognized qualification in Law, Accounting, Human Resource Management, Criminology, Business Administration, or a related field.
- Professional qualifications such as Certified Internal Auditor (CIA), CPA, Chartered Accountant Singapore (CA), Certified Information Systems Auditor (CISA), or Certified Fraud Examiner (CFE), or relevant certifications in investigation or law would be an advantage.
- At least 12 years of relevant experience in internal audit, workplace investigations, compliance, forensic, advisory services, or a related governance function.
- Proven experience in handling internal investigations, managing whistleblowing cases and HR-related misconducts.
- Knowledge of relevant laws and legislation such as employment and data protection laws, disciplinary framework and procedures, and grievance handling in Singapore.
- Strong analytical, critical thinking, and problem-solving skills with attention to details.
- Good investigative and interviewing skills, including the ability to establish rapport, elicit facts objectively, and manage challenging conversations
- Strong stakeholder management, communication, and report writing skills
- High integrity, impartiality, and sound professional judgement.
- Strong understanding of governance, risk management, and internal control principles.
- Ability to lead teams and work as an individual contributor independently.
- Experiences in data analytics, and the use of technologies and tools for auditing.
