We are seeking a dynamic and experienced procurement professional to join our team as a Manager / Senior Manager. This role will be instrumental in driving the University’s procurement goals, enhancing operational efficiency and delivering value by upholding the principles of open and fair competition, transparency, and value for money in all procurement activities.
The successful candidate will have to provide expert guidance to internal stakeholders involved in procurement activities and mentor procurement business partners in stakeholders’ engagement.
Key Responsibilities
A. Procurement
- Lead and manage end-to-end procurement activities across assigned divisions.
- Ensure compliance with procurement policies, procedures, and regulatory requirements.
- Develop and implement procurement strategies aligned with the University’s goals.
- Drive cost savings, value creation, and risk mitigation initiatives.
- Provide timely advice to internal users on procurement strategies, processes, and compliance.
- Guide and mentor procurement business partners in achieving procurement objectives.
- Collaborate with cross-functional teams to support project and operational needs.
- Prepare reports and presentations for management review.
- Analyse spend to provide insights to support informed decision-making through demand aggregation and other initiatives.
B. Others
- Assist in both internal and external audit, including preparation of schedules or reports.
- Identify opportunities to streamline processes and implement improvements to enhance efficiency and user experience.
- Ensure internal controls are in place to safeguard the University’s interests and support governance.
- Assist in other procurement-related activities and ad-hoc duties as assigned by the Deputy Director or Head of Finance.
Job Requirements
- A bachelor’s degree.
- 8-10 years of relevant procurement experience, preferably with prior working experience in education or public sectors.
- Have good understanding of procurement principles and contract law.
- Proficient in SAP (S4Hana) Material Management (MM) modules and Microsoft Applications.
- Hands-on experience with any e-procurement systems (for e.g. Ivalua, Coupa, GEP, Ariba) will be an added advantage.
