We are launching a skills assessment centre to enhance sector-specific assessments and support Singapore’s goal of a skills-based workforce. We are looking for a resourceful and dynamic Business Development and Communications Manager to work with industries and agencies in promoting the use of skills-based assessment in support of Singapore’s lifelong learning and workforce transformation agenda.
We are seeking a strategic and enterprising Business Development and Communications Manager to lead our industry engagement, product development, and client growth strategy. Reporting to the Director of the assessment centre, you will play a pivotal role in promoting the institute’s offerings, building sustainable partnerships, and translating Singapore’s skills agenda into market-relevant services.
Marketing and communication efforts are integral to the success of the Business Development and Communications Manager role. By designing and executing targeted marketing campaigns, branding activities, and outreach events, he/she will drive greater visibility and adoption of sector-specific assessment services. These efforts not only highlight the value of skills validation to employers, industry partners, and the broader community but also build trust in the offerings of skills assessment and validation.
Key Responsibilities:
- Develop and implement the assessment centre’s business development strategy, aligned with national workforce goals and market needs.
- Identify and pursue revenue-generating opportunities including co-badged certifications, consultancy services, licensing of assessment tools, and strategic projects.
- Cultivate and manage partnerships with employers, industry bodies, government agencies, education institutions, and certification entities.
- Lead stakeholder engagement and client acquisition initiatives across priority sectors (e.g. healthcare, technology, manufacturing, sustainability).
- Oversee the execution of marketing campaigns, branding activities, and outreach events to increase visibility and uptake of assessment services.
- Track industry trends, employer needs, and policy developments to inform service innovation and growth opportunities.
- Organise events such as roundtables, workshops, and industry briefings to increase awareness of skills validation and assessment services among employers and stakeholders.
- Contribute to business planning, grant proposals, communication and reporting to funders and stakeholders.
- Assist the director with stakeholder management, reporting, and communicating outcomes and impact related to assessment use cases.
- Assist colleagues with effective communication and coordination regarding assessment runs.
Requirements:
- At least 5–8 years of relevant experience and skills in business, marketing, communications, in adult education or a related field.
- Demonstrated track record in communications and marketing, including experience developing campaigns, managing digital content, or engaging diverse audiences through multiple channels.
- Proven ability to engage, influence, and maintain relationships with key stakeholders, including government agencies, industry partners, and community organisations.
- Strong knowledge of Singapore’s skills ecosystem, including CET, SkillsFuture, industry transformation maps, or WSQ frameworks.
- Excellent interpersonal and negotiation skills, with experience building long-term partnerships across sectors.
- Self-starter with commercial acumen, strategic thinking, and strong project execution skills.
- Experience working in a start-up or new initiative environment is advantageous.
