Why we are hiring
As SITLEARN strengthens its Product / Programme Development function, we are looking for a Manager who can shape and develop market-relevant CET offerings, work across functions, and help grow a high-quality programme portfolio.

 

Role Overview
This role will lead the strategy, design and lifecycle management of assigned CET programmes and pathways. You will translate industry and workforce capability needs into compelling learning offerings, partner closely with Business Development and Planning teams, and drive portfolio decisions to build, refresh, scale or retire programmes based on evidence and market relevance.

 

Key Responsibilities
•    Lead programme strategy, design and product ownership for assigned CET programmes, including learning outcomes, curriculum structure, delivery model and funding alignment.
•    Identify industry capability gaps and translate them into coherent programme concepts, pathways or offerings that address real workforce needs.
•    Manage the programme portfolio lifecycle by reviewing programme performance, learner outcomes, market relevance and financial indicators, and recommending programmes to scale, refresh, consolidate or retire.
•    Develop and sustain a strong trainer and partner ecosystem, including faculty, associate trainers and training partners, to deliver high-quality learner outcomes.
•    Work closely with internal stakeholders across Business Development, Planning, Marketing, Grants and Operations teams to ensure programme quality, launch readiness and ongoing improvement.
•    Use learner, client and workplace feedback to strengthen programme impact and continuously improve programme design and delivery.

 

Job Requirements
•    Tertiary qualification with at least 6–8 years of relevant experience in programme development, curriculum design, training management, or CET-related roles.
•    Experience in adult learning, professional education, workforce development or a related environment will be advantageous.
•    Strong grounding in instructional design, adult learning principles and outcome-based education.
•    Familiarity with the Singapore CET and SkillsFuture landscape, including funding and compliance considerations.
•    Strong stakeholder management and cross-functional collaboration skills, with the ability to work effectively with faculty, trainers, partners and internal teams.
•    Ability to make data-informed decisions using enrolment, learner feedback and performance metrics.
