We are seeking an experienced Technical Officer (Manager) to oversee our Business, Social & Health Sciences (BSHS) laboratory operations and maintenance, ensuring laboratories remain safe, fully operational, and conducive for teaching, research, and training activities. As the Technical Officer Team Lead, the incumbent will lead a team of Technical Officers and serve as the primary liaison with key stakeholders. 

 

Reporting to the Assistant Director (Lab Operations & Sustainability) and working closely with the Team Lead (Lead Professional Officer), BSHS, the successful candidate will be responsible for:

  • Leading and managing daily laboratory operations and maintenance activities.
  • Planning and managing laboratory budgets and resources effectively.
  • Driving continuous improvement initiatives and implementing best practices in laboratory operations and management.
  • Setting performance goals, guiding professional development, and overseeing the deployment of direct reports.
  • Oversee effective deployment of laboratory student committee.

 

The ideal candidate is a strong people leader with proven experience in laboratory management, operational planning and budgetary management, stakeholder engagement, coupled with a commitment to excellence, safety, and continuous improvement.

 

Key Responsibilities:

Lab Operations

  • Lead and manage laboratory operations to ensure readiness for teaching and applied research.
  • Responsible for the daily housekeeping and maintenance to ensure safety, cleanliness and tidiness of laboratories.
  • Responsible for the tracking and maintaining of laboratory documentation (e.g. equipment manual, risk assessment, Material Safety Data Sheet, service reports and other safety certificates).
  • Responsible for developing and managing inventory system to ensure availability of consumables in the lab.
  • Manage the process of providing support to students and other lab users’ access to laboratory resources.
  • Responsible for maintaining inventory of laboratory equipment and consumables.
  • Manage the users’ loans and monitor availability of laboratory inventory and consumables.
  • Monitor, collect and analyze data of laboratory utilization.
  • Involved in conducting lab visits and generic lab demonstration.

Lab Process Improvements

  • Assist to design and develop the laboratory continuously to ensure industry relevance and co-create an authentic learning environment for students’ learning and applied research endeavours.
  • Lead and drive continuous improvement initiatives to enhance efficiency, utilisation, and user experience.

Lab Procurement & Budget Ownership

  • Manage the procurement for laboratory equipment and consumables to ensure readiness of the laboratory for teaching.
  • Manage laboratory budgets, including procurement planning and cost optimisation.

Lab Safety & Risk Management

  • Ensure and be responsible for a safe laboratory environment in compliance with safety regulations and standards.
  • Conduct and/or manage routine safety checks and maintain a safe laboratory environment in compliance with safety regulations and standards
  • To de-conflict risks arising from different laboratory users through assessing the approved user risk assessments within teaching labs and making necessary alternative arrangements for users.

Team Management

  • Supervise and manage a team of technical officers.
  • Manage TOs’ workload, monitor TOs’ performances, and ensure operational effectiveness.
  • Provide coaching and guidance to develop staff capabilities.
