As SIT’s lifelong learning champion, SITLEARN offers stackable and standalone Continuing Education and Training (CET) courses to working adults who are looking to upskill, reskill, and stay relevant in a changing economy. Our Training Management System (TMS) supports the end-to-end CET learner journey, from course setup and registration to enrolment, attendance, funding administration, certification, and reporting. As we continue to grow our CET offerings, we are looking for a motivated individual to support system improvements, process digitalisation, data quality, and operational efficiency across SITLEARN.

In this role, you will work closely with internal teams, system vendors, and stakeholders to enhance business systems, streamline workflows, support user acceptance testing, improve service delivery, and implement practical digital solutions that support lifelong learning.
Key Responsibilities:
Support and Enhance SITLEARN’s Training Management System

- Support the day-to-day administration, maintenance, troubleshooting, and enhancement of SITLEARN’s TMS to ensure it meets operational, compliance, and business needs.
- Work with system vendors, CIT, and internal users to review system issues, coordinate fixes, track service requests, and support timely resolution of incidents.
- Review and improve system workflows, online forms, user interfaces, validation checks, and error messages to enhance usability, data accuracy, and user experience.
- Support data exchange and system interface activities with external platforms such as SSG’s Training Partners Gateway, including testing, data checks, reconciliation, and issue follow-up.
- Work with stakeholders to gather business requirements, document user needs, map workflows, and translate operational requirements into system enhancement requests.
- Support change requests by preparing business justifications, test scenarios, user acceptance testing documents, issue logs, release notes, and post-implementation checks.
- Identify recurring system issues, data inconsistencies, and process bottlenecks, and recommend practical improvements to strengthen reliability, efficiency, and user adoption.
Collaborate with Stakeholders and Vendors

- Collaborate with teams across SITLEARN to understand operational needs and propose system or process improvements.
- Liaise with system vendors, CIT, government agencies, and external stakeholders on system updates, technical clarifications, reporting requirements, issue resolution, and implementation timelines.
- Contribute to AI, analytics, and digital productivity initiatives across divisions through use-case identification, testing, documentation, and adoption support.
Support Governance, Documentation and Operational Readiness

- Prepare and maintain key governance and project documentation, including process maps, system guides, training materials, meeting notes, issue logs, implementation trackers, and audit evidence.
- Perform data checks, records maintenance, reconciliation, and quality assurance activities to ensure CET system records remain accurate, complete, and audit ready.
- Support audit exercises, TPQA reviews, operational reviews, and other governance-related assignments by ensuring relevant system, process, and evidence records are properly maintained and readily available.
- Support data governance, access control, records management, data protection, and privacy practices in accordance with PDPA and institutional guidelines.
- Administer and support selected SITLEARN digital platforms and access-related processes, including SharePoint, FormSG, SuccessFactors LMS, CorpPass, and digital certificates.
- Provide inputs for future TMS and digital system enhancements, including business process needs, reporting requirements, workflow improvements, integration considerations, data migration needs, and implementation risks.
- Perform periodic administrative checks, and access reviews, in accordance with internal policies and audit requirements.
Requirements:

- Diploma or Degree in Computer Science, Information Technology, Computer or Electronics Engineering, Information Systems, or a related discipline.
- Preferably 6 to 8 years of relevant experience with exposure to business systems, digital transformation, system support, process improvement, workflow automation, or technology-enabled operations.
- Experience in system implementation, enhancement, or digitalisation projects, including requirements gathering, process mapping, user acceptance testing, issue tracking, and go-live support.
- Able to identify process improvement opportunities, understand user pain points, and support the delivery of practical and scalable digital solutions.
- Strong analytical, problem-solving, and critical-thinking skills, with the ability to understand operational needs, system impacts, data dependencies, risks, and user adoption considerations.
- Good understanding of enterprise systems, workflow automation, data management, reporting dashboards, access controls, cloud-based collaboration tools, and low-code platforms will be advantageous.
- Good written and verbal communication, as well as interpersonal skills.

- Comfortable working in a fast-paced, busy, and demanding environment while working under pressure and meeting deadlines.
- A passion for enhancing user experience and improving productivity through digital solutions.
- Experience with one or more tools, such as Co-Pilot, Claude, UiPath, Microsoft Power Automate, Power Apps, Power BI, SharePoint, Microsoft Dynamics 365, OpenCerts, FormSG, digital forms, reporting tools, or workflow platforms will be advantageous.
- Familiarity with Agile, Scrum, Lean, Kaizen, change management, user stories, process improvement, and stakeholder management in a multi-vendor or cross-functional environment will be advantageous.
