The Manager / Senior Manager (Facilities Operations), Estates oversees daily operations and maintenance of the assigned campus zones, including buildings, fit-out and infrastructure projects which will encompass conducting feasibility studies, budgeting, project programming, procurement, regulatory compliance, design review, quality assurance and project delivery. He or she also oversees campus development inspections, building handover processes, and follow-up on defects rectification to ensure operational readiness and compliance with required standards.

 

Key Responsibilities

1. Campus Operations

  • Oversee daily operations which include checking building systems, vendor management, coordination with users, vendor management, inventory control and event management
  • Manage procurement, tenders, contracts, and system maintenance
  • Manages incident response and reporting
  • Conduct inspections to facilitate taking over from Campus Development contractors, inclusive of safety inspections and services audits
  • Follow up on outstanding works, investigate system failure and rectification works 

 

2. Process Improvement

  • Review and update policies, procedures, and emergency response plans
  • Assess current operations strategies and recommend improvements for potential optimization of maintenance costs
  • Explore the use of automation
  • Implement policies and processes related to facilities operations

 

3.  Stakeholder Management

  • Manage relationships with internal stakeholders and external stakeholders such as consultants, contractors and service providers on campus operations matters 
  • Build collaborative relationships amongst the Facilities Management team and vendors

 

Job Requirements

  • Degree in Engineering, Architectural, Building Services, Facilities Management or related discipline 
  • At least 5 years of relevant experience in facilities management, building operations and/or maintenance management 
  • Candidates with additional professional qualifications or certifications in Fire Safety Management (FSM), Green Mark Manager (GMM), Green Mark Facility Manager (GMFM), Singapore Certified Energy Manager (SCEM), Safety Coordinator/Supervisor/Officer, Licensed Electrical Worker (LEW) - electrician or technician grade, and/or a Master’s degree will have an added advantage 
  • Proficiency in MS Office applications
  • Resourceful, self-driven and able to work effectively both independently and within a team environment
  • Good analytical, communication, written and interpersonal skills
  • Demonstrated ability to manage project budget, timeline, and scope of works effectively 
  • Adaptable and resilient in managing change and operating in a fast-paced environment with tight timelines
  • WIlling to support after office hours operation works when necessary and required
