The Senior Manager, Estates oversees the design, construction, and maintenance of mechanical systems for SIT Punggol Campus and future campus developments. This includes ACMV, building management systems, plumbing and sanitary services, vertical transportation, and fire protection systems.The role is responsible for conducting feasibility studies, budget planning, project scheduling, procurement, regulatory compliance, design reviews, quality assurance, and end-to-end project delivery. It also oversees campus development inspections, building handover processes, and follow-up on defects rectification to ensure operational readiness and compliance with required standards.

 

Key Responsibilities

 

1. Campus Operations

  • Oversee daily operations which include checking building systems, vendor management, coordination with users, vendor management, inventory control and event management
  • Manage design review, procurement, tenders, contracts, and system maintenance
  • Manages incident response and reporting
  • Conduct inspections to facilitate taking over from Campus Development contractors, inclusive of safety inspections and services audits
  • Follow up on outstanding works, investigate system failure and rectification works 

 

2. Process Improvement

  • Review and update policies, procedures, and emergency response plans
  • Assess current operations strategies and recommend improvements for potential optimization of maintenance costs
  • Explore the use of automation
  • Implement policies and processes related to facilities operations

 

3.  Stakeholder Management

  • Manage relationships with internal stakeholders and external stakeholders such as consultants, contractors and service providers on campus operations matters 
  • Build collaborative relationships amongst the Facilities Management team and vendors

 

Job Requirements

 

  • Recognised Degree in Mechanical Engineering
  • Minimum 5 years of relevant experience with local M&E consultancy firms
  • Good knowledge of building development, maintenance regulations, laws and procedures
  • Good knowledge of ACMV, building management system, plumbing and sanitary systems, vertical transportation and fire protection systems
  • Good knowledge of BCA Green Mark and energy efficiency practices
  • Proficiency in Microsoft Office applications, Microsoft Project and Computer-Aided Design (CAD) software programmes
  • Self-driven, resourceful and team player
  • Good analytical, communication, writing and interpersonal skills
  • Demonstrated ability to manage project budget, timeline, and scope of works effectively 
  • Adaptable and able to manage change and diversity in a fast-paced work environment to provide deliverables within tight timelines
